There is a need to project manpower cost and justification before design approval of a Navy ship. Multi-Media Communications, Inc. (MMCI) has developed the capability to analyze and predict the manpower requirements, billet costs and the associated ship mission statements for preliminary designs.

In the past, manpower information was developed through a Preliminary Ship Manpower Document (PSMD) using the Navy Manpower Requirements System (NMRS). The NMRS uses CNO approved manpower determination factors. It provides accurate manpower (billet) calculations and was designed to use measured shipboard workload and watch-standing criteria required to perform the tasking in the ship's Required Operational Capability/ Projected Operational Environment (ROC/POE) mission statements. The NMRS, however, does not provide billet cost information or linkage between billet requirements and the ROC/POE tasking elements that support billets. The need for billet cost data and the relationship of billet requirements to mission statements is crucial in the early stages of ship design.

MULTI-MEDIA COMMUNICATIONS, INC. has developed a new manpower prediction (vice determination) system using a modern relational database. The prototype of this system is the MANPOWER ANALYSIS AND PREDICTION SYSTEM (MAPS). MAPS is based on functional data from the existing CVN 68 Class. Within the MAPS, this data has direct linkage to all applicable ROC elements. Billet calculations follow approved Navy standardization criteria. Various billet and cost reports are available from the system on demand.

Because of the relational database configuration, rapid response to proposed changes is available. Changes to ROC, on-board equipment, operational stations, or ship compartments can be quickly assessed and processed. Selected functional areas can be isolated for in depth analysis. When specific billets are identified to the system, their relationship to functions, task, and ROC elements can be identified and evaluated. Multiple billet identities can be obtained, usually in real time and, if desired, complete with cost data.

MAPS permits ship mission planners to evaluate billet and cost impacts before a final ROC is approved and published. Hardware design teams can research the manpower impact of proposals while in the concept phase.
