OVERVIEWMAPS was developed to permit Navy planners and ship design engineers to accurately predict manpower requirements for a broad spectrum of ship platforms and operational scenarios. Baseline data that has been collected and validated by the Navy Manpower Analysis Center (NAVMAC) was loaded into the MAPS by MultiMedia Communications Inc. (MMCI) analysts and is used as the reference for manpower predictions. Queries to the system may be associated with missions as stated in the appropriate Required Operational Capability / Projected Operational Environment (ROC/POE), and the billets developed by the query may be stated with their associated cost. The calculations performed by the system adhere to approved NAVY standards for variables such as workweek, productivity allowance, make-ready / put away, etc. Manpower prediction projects (called PROJECTS) may be structured as bottom-up or top-down. I.E., the analyst may begin with a zero billet reference and build the manpower, or, begin with a known manpower baseline and vary the billets in accordance with mission or other workload changes. The following paragraphs will explain to the user how to query the system for manpower billet predictions (quantity and quality), manpower costs, baseline manpower data, and other manpower information. It should be emphasized that, while MAPS has been designed to be user friendly, familiarization with basic Navy manpower principles and the workload elements used in Navy billet calculations are required to effectively use this system. |
