PROJECT GOAL

The purpose of this appendix to the User Guide is to demonstrate a MAPS manpower project that is both easy to follow and understand. Step by step instructions and pictures of the various screens are provided to ensure that the MAPS user will be comfortable with system operation and confident of the manpower prediction obtained as a result. Project Goal and Assumptions: Determine the possible reduction in manpower requirements if the Port and Starboard Signal Stations on a Nimitz class aircraft carrier are combined into a single station. Assume this combination has been made possible by a redesign of the ship's superstructure that provides three hundred and sixty degrees of visibility for the Signal Watch Station.

SYSTEM ENTRY

System Entry: The picture immediately below is the MAPS MAIN MENU and is the first screen to appear after entry into the system:

Click on USER LIST. Highlight and select the appropriate user code. The system will respond with a USERPASS screen. This screen provides effective system security by requiring successful password entry for all system users.

The cursor is automatically positioned at the beginning of the ENTER PASSWORD block. Enter your assigned password. Ensure that you observe the proper upper and lower case selection to exactly match your password as currently established. When the password is correctly entered press the enter key or click on the ACCEPT block. If the password is accepted the USERPASS screen will disappear and system operation may begin.

PROJECT START: Begin the project by selecting and clicking on the CREATE NEW PROJECT block. A REBUILD FUNCTIONS subscreen will overlay the MAIN MENU screen. This subscreen is displayed directly below.

Select and click the Yes block. This will return the input workload and function tables to complete and unmodified baseline data. A No selection will return the input workload and function tables to the last workload input selection made by the user.

WORKLOAD SELECTION

WORKLOAD SELECTION: When the system has finished re-initializing the Functions Tables, the Project Creator screen will appear. The Project Creator screen is displayed directly below:

Select and click on the Workload Definition Box. A drop-down menu will appear that lists the nine (9) different categories of workload available for user selection. The workload categories are:

1. Major Function

2. Mission

3. Minor Function

4. Task

5. Department

6. Division

7. Workload Factor

8. OUS Type

9. Rating

Select and click on Mission. A drop-down menu will appear which lists approximately 230 Missions in alphanumeric order. Use of the scroll bar located at the right hand side of the Mission box will permit the user to select and click on the appropriate missions. For this project, select and click on the following missions:

1. CCC 19 (Repair Own Unit's CCC Equipment)

2. CCC 6.2 (Maintain Visual Communications)

3. CCC 9.1 (Relay Visual Signals)

4. NCO 2.8 (Provide Personnel For Living Space Maintenance)

5. NCO 3.1 (Provide Organizational Level Maintenance)

6. NCO 3.2 (Repair Own Unit's Equipment)

Hold down the CTRL key after the first mission is selected or each new selection will cause the preceding selections to be lost. When the above listed missions have been selected, click on the button labeled Remove Items Not Selected From Project. This will eliminate all missions not selected from the manpower calculation. The screen will now appear as displayed directly below:

Select and click on the Workload Definition Box. Highlight and click on Division. A drop-down menu will appear which lists, in alphabetical order, every division on the ship that performs one or more of the Missions previously selected. Use the scroll bar at the right hand side of the drop-down menu to locate and click on N division. Select and click on the button labeled Remove Items Not Selected From Project.

Select and click on the Workload Definition Box. Highlight and click on Rating. Hold down the Ctrl key and highlight all SMs on the table. Select and click on the button labeled Remove Items Not Selected From Project. The screen will now appear as displayed directly below:

NAME AND CREATE THE PROJECT

NAME AND CREATE THE PROJECT: After all workload has been selected, choose a name for the project. Enter the name in the Project Title Box located at the top of the screen just to the right of center. Choose the Project Title carefully because it will be displayed in the Project Table List on the MAPS MAIN MENU and will appear on all system reports produced pertaining to the project. The Project Title is limited to fifty (50) characters. Only letters, numbers and spaces are permitted in the Project Title. Special characters will not pass system validation.

When the project has been named, click on the Create Project Tables box located directly below the Project Title Box. The Project Info Screen will appear and provide verification that the project has been created. The Project Info Screen is displayed directly below:

Click the OK button on the subscreen overlaying the Project Info Screen. The overlay screen will disappear. Note that the USERID, TABLENAME, and DATE CREATED boxes have been completed by the MAPS system. The cursor is located in the first space of the CLAIMANT block. Type in the desired information in the CLAIMANT and COMMENTS blocks. Typically, the CLAIMANT is the individual or organization that has requested the project data.

Click on the Exit box at the upper right hand corner of the PROJECT INFO screen. The system will return to the MAPS MAIN MENU.

RUN PREDICTION MODEL

RUN PREDICTION MODEL: Select and click on the RUN PREDICTION MODEL box of the MAPS MAIN MENU. The system will now calculate the manpower requirements based on the workload selected in the previous steps of this project. A new screen will appear that is entitled Calculating Primary Drivers. This screen will be overlaid with a subscreen entitled Check Primary Drivers. A picture of this subscreen is displayed directly below: 

The Check Primary Drivers subscreen will require the user to choose whether or not to Review/Edit the Raw Workload. Because this project involves changing the baseline data in accordance with the goals and assumptions, select and click on the Yes box. (If the user selects No, Cancel, or the X box on the Check Primary Drivers subscreen, the system will bypass the workload edit mode and begin to develop project reports). Clicking on the Yes box will cause the WORKLOAD EDITOR screen to appear. This screen is displayed directly below:

EDIT WORKLOAD

EDIT WORKLOAD: The WORKLOAD EDITOR screen above displays the project manpower requirements generated by all functional workload including watch stations. (Note that the Billet Result block in the upper right of the screen is highlighted and contains a count of fifteen (15) billets. Any billet reduction resulting from this project will be measured against this starting point). The billets are displayed by division, rate, directed requirements, and functional workload. Functional workload billets include all Watch Station billets except for Condition I. All Watch Station billets are also summed under their appropriate category, i.e., Condition I, Condition III, Flight Quarters and Anti-Submarine Warfare (ASW). In addition, the screen displays, by individual task, all workload used in the calculation of the project's requirements. They are located in the lower center portion of the screen and are viewed in-groups of three (3). Each task uses two (2) lines and is made up of the following nine fields:

5. PG (Paygrade)

6. PRINEC (Primary Navy Enlisted Classification)

7. RAWWL (Raw Workload)

8. B QTY (Billet Quantity)

Use of the scroll bar at the right of the screen permits the user to view and select those tasks requiring edit. Tasks are grouped by rate within division. If the project requires edit in more than one rate or more than one division, it will be necessary to click on the Next Rating or Previous Rating box to go from one group to the other. The Next Rating and Previous Rating boxes are located in the lower left portion of the screen. At the time of publication for this appendix, user edit capabilities were limited to:

1. Delete the entire task

2. Change the hours in the RAWWL field

3. Change the count in the B Qty field. (D/R and W/S only).

This project's goal was to determine possible manpower reductions by combining the Port and Starboard Signal Stations into one Signal Station. In theory, this was made possible by redesign of the ship's superstructure to provide three hundred and sixty (360) degrees of visibility. Displayed below are copies of three (3) MAPS reports that show the Signalmen requirements before editing the workload from two to one Signal Stations. These reports are available at the View Reports option of the MAPS MAIN MENU and may be produced and printed after the RUN PREDICTION MODEL option has been completed. The reports are the Project Summary Report, the Watch Station Report and the Primary Billet Driver Report. Detailed instructions for producing these reports will be provided in subsequent paragraphs of this Appendix. A review of the reports reveals that the billet quantity is fifteen (15), the primary billet driver is Condition III watches, and, that there are a total of ten (10) Watch Stations.

Note that the Project Summary report above displays not only the paygrade and quantity of the Signalmen billets, but also their individual and total annual cost. 

Note that the Primary Billet Driver in the above report is Condition III watches. This billet quantity of fifteen (15) equals the total Signalmen requirement. Because of this situation, the only way manpower requirements can be reduced in this division is to reduce the number of Condition III watches.

The first Watch Station to be eliminated (Condition III 60G050040 (Recorder)) is the first task displayed on the Workload Editor screen displayed directly below. Note that the task select block at the far left contains a right-pointing arrow and has been selected and highlighted. 

A left click highlights the task select block. After highlighting, a right click will cause a drop-down menu to appear that offers the options to Cut, Copy or Paste. Select and left click on the Cut option. A record delete verification subscreen will appear which provides the user an opportunity to cancel the record delete if an error has been made. Select and click on the Yes option of the record delete verification subscreen. Use the scroll bar at the far right to locate, select and delete the other Watch Stations listed in the preceding paragraph.

RECALCULATE BILLETS AND PRODUCE REPORTS

Recalculate Billets and Produce Reports: Select and click on the Recalculate Billets block located in the lower middle portion of the Workload Editor screen. When the system has finished recalculating the edited workload, the Workload Editor screen will reappear as shown directly below:

Note that the Billet Result block now reads nine (9) billets vice the original fifteen (15). Select and click on the Continue block located immediately to the right of the Recalculate Billets block. A Cost Information Request screen will appear and provide the user the option of including cost information on the report. Select and click on the Yes block. A Project Summary Report will appear. 

Compare the billet total and annual cost on this Project Summary Report with the previous Project Summary Report. Note that there is a six (6) billet reduction in Signalmen requirements resulting in an annual cost reduction of $375,640.34.

Click on the X block at the top right of the report to return to the MAPS MAIN MENU. Select and click on the VIEW REPORTS option on the left side of the screen. A Project Report Menu screen will appear. This menu is used to review, and, print if desired, all of the reports that are presently available from the MAPS system. For this demonstration project, the following reports will be requested from the system:

1. Project Cover Page

2. Primary Billet Driver Report

3. Watch Station Report

The Project Summary Report is also available from the VIEW REPORTS screen, however, a copy of The Project Summary report was generated at the end of the Recalculate Billets operation above and has previously been displayed and discussed
